L'UTEC, fondée en 1999 et basée à Lowell, est le résultat d'un mouvement d'organisation mené par des jeunes pour développer leur propre centre pour adolescents en réponse à la violence des gangs. Aujourd'hui, reconnue à l'échelle nationale comme une agence modèle pour le développement de la jeunesse, notre mission et notre promesse sont de susciter et de nourrir l'ambition des jeunes les plus déconnectés de Lowell d'échanger la violence et la pauvreté pour réussir sur le plan social et économique. La location d'installations permet à l'UTEC de maintenir et de développer sa mission et ses programmes.
